• Licensing Authority shall grant licenses and agency permits to the Mailing Operator and Courier Service Provider.
•  Mailing Authority shall dispose of the allegation of the customer and to protect the rights of the customer
• Mailing Operator or Courier Service Provider shall be bound to provide any assistance if requested by the Licensing Authority.
• No Mailing Operator and Courier Service Provider shall, without a license, conduct Mailing and Courier Service business.
• Every institution conducting the business of the Mailing and Courier Service shall apply for license, within three months from the date of effectiveness of these rules.

Every licensed Mailing Operator and Courier Service Provider may conduct the following business, namely:

1. Parcel service;
2. Logistic service;
3. Delivery service;
4. Express service;
5. Specialized and premium postal service;
6. Any other business approved by the Government.
