The Government, in consultation with the National Board of Revenue, by virtue of section 263 read with section 97 of the Customs Act, 2023 (Act No. 57 of 2023), legislated The Authorized Economic Operators (Recognition and Administration) Rules, 2024.

Formation of AEO Center and Committee: Establishment of a dedicated center and a committee to oversee the AEO program.
Eligibility and Application Process: Criteria for AEO applications, submission, and processing procedures.
Certificates of Recognition: Issuance, classification, and upgradation of AEO certificates.
Benefits and Procedures: Benefits for AEOs, risk management, product testing, inspection, and customs procedures.
Electronic Seals and Locks: Use and management of electronic seals and locks.
Certificate Management: Handling expiration, renewal, modification, and evaluation of AEO certificates.
International Agreements: Establishment of agreements with other countries.
Coordination Groups: Creation of groups for coordination.
Suspension and Appeal Process: Procedures for suspension or cancellation of recognition certificates and the appeal process.
Standard Operating Procedures (SOPs): Formulation and implementation of SOPs.
Special Provisions: Provisions for already recognized AEOs.
Electronic Methods: Utilization of electronic methods for administration.
Abolition and Custody: Management of abolition and custody of AEO status.
